C. ADB’s Assessment of the Government’s Development Agenda

85. PROPENAS clearly sets out Indonesia's medium-term development issues, with frank assessments of the challenges. It is based on a thematic approach as opposed to the sector approach of REPELITAS, and rightly abandons the stringent development planning approach used previously. PROPENAS was prepared in a participatory manner—civil society and local governments were consulted and it was substantially revised as a consequence—and was approved by the democratically elected Parliament. The development strategy and themes are, however, enunciated in broad terms. This makes it somewhat difficult to assess priorities. The Government will need to prepare detailed action strategies to ensure the realization of each theme.22 The macroeconomic framework of PROPENAS seems optimistic. However, the sound articulation of the Government's development agenda provides an adequate strategic planning framework.
