VI. Risks, Performance, and Monitoring

221. The COS for Indonesia is predicated on a number of conditions essential for sustainable poverty reduction and regional equity. These conditions can be viewed as risk factors; if they are not satisfied, ADB's assistance will not have the desired impact. To minimize these risks, the program should incorporate provisions for monitoring developments and designing response mechanisms. Moreover, progress connected with ADB assistance in each sector must be monitored. This section deals with these issues by summarizing the major conditioning elements for success, the indicators of performance, and the monitoring processes. In the following sections, three major systemic risks are discussed: regionally unstable peace and security, banking sector reforms, and the possibility of another drought.
