Country Partnership StrategiesThe Country Partnership Strategy (CPS) is introduced as part of the reform to enhance Country Strategy and Program (CSP) formulation in August 2006. In November 2009, streamlined business processes for CPS preparation were approved for implementation effective January 1, 2010. The streamlined processes were based on the report on the review of the relevance, effectiveness, and efficiency of the CPS process [ PDF ]. The Country Partnership Strategy:
The new CPS cycle will be better aligned to the client country’s own strategic planning cycle to improve synergies and reduce transaction costs for the government and other stakeholders. The CPS will continue to be prepared with the DMC's active participation through extensive consultation with government and other country stakeholders, including civil society, nongovernment organizations, private sector as well as other development agencies. Instead of the CPS midterm review report prepared in the period 2006-2009, a country strategy final review will assess the validity of ADB’s strategic focus and report on the strategy’s progress using the results framework. The CPS will still be implemented through the country operations business plan (COBP), which details 3-year rolling pipelines and the resources needed to support them. The program will have a table attached that presents the pipelines concisely and allows for easy reference. The first COBP in the new CPS cycle will be prepared in conjunction with the CPS, but will be circulated and published as a separate document. As part of the preparation of CPSs, ADB commissions various background studies. The findings of these studies provide critical inputs that strengthen the analysis and recommendations of the CPS. In the new CPS cycle, all these studies (including all inputs informing the COBP) will be referenced in the main CPS document as an electronic link.
