The CPS is prepared with the DMC's active participation through extensive consultation with government and other country stakeholders, including civil society, nongovernment organizations, private sector as well as other development agencies. The CPS is normally aligned with the DMC’s planning cycle, which is usually for a 5-year period. A CPS midterm review report focusing on the continued rationale and validity of the strategy is normally conducted in the third year of the usual CPS’s 5-year cycle and, if required, provide for a midcourse adjustment. The 3-year indicative rolling country operations business plan includes proposed individual ADB priority sector and theme interventions. It is attached to the CPS and CPS mid-term progress review report at the CPS preparation and CPS review stages, respectively, or prepared as a separate document between these stages. The CPS midterm review and indicative rolling country operations business plans replace CSP Updates that were prepared in the period 2001-2006. As part of the preparation of CPSs, ADB commissions various background studies. The findings of these studies provide critical inputs that strengthen the analysis and recommendations of the CPS.
