28. Azerbaijan has not yet received a loan project. Implementation of the TA and JFPR program experienced some delays in 2002 due to the Government’s lack of familiarity with ADB procedures, but recently there has been an acceleration in the processing of projects, which can be attributed to improved Government counterpart arrangements. The expected setting up of a resident mission in late 2003 should further improve processing and implementation of projects.
