IV. Country Performance and Assistance Levels

A. Lending Level Proposed

29. Azerbaijan is classified as a B1 country, which makes it eligible for resources predominantly from the Asian Development Fund (ADF). An indicative lending level of $65–70 million, or an average of $22 million per year, is programmed for 2004–2006 (Appendix 1, Table A1.7). However, the proposed ADF lending levels are subject to the outcome of the annual performance-based allocation exercises and overall ADF resource availability. The assessment of country-specific criteria will be the basis for triggering high, base, or low lending scenarios each year (Appendix 1, Table A1.6). Depending on ADF resource availability in 2004, the ADF lending program will need to be reviewed and confirmed during the Country Program Confirmation Mission. The 2005 and 2006 ADF lending program will depend on the outcome of discussions regarding ADF replenishment.

30. Azerbaijan is also eligible for ADB’s assistance funded by its ordinary capital resources (OCR) for revenue-earning projects. The Government recently reconfirmed its willingness to accept OCR funds and it was agreed that the first two OCR loans be postponed by one year to allow more time for processing. The 2004–2006 program includes three loan projects, which the Government has agreed could be financed on OCR terms.

1. Nonlending Program

31. The TA program for 2004–2006 covers 12 projects totaling $6 million (Appendix 1, Table A1.8). Given the substantial changes compared to last year’s CSPU, the 2003 TA Program has also been included in the appendix. Delivery of the planned TA program will require resources beyond the annual TA resource envelope. Full efforts will be made to seek cofinancing.

32. The nonlending support includes a range of economic, thematic, and sector work (ETSW). ADB has helped the Government in preparing its poverty reduction strategy and will conclude a PRPA with the Government in early 2004. Governance, private sector, gender and environment assessments are planned for 2004.

B. Summary of Changes

33. The main change to the lending program is the advancement of the Flood Mitigation Project from 2004 to 2003 and the postponement of the Urban Water Supply and Sanitation Project from 2003 to 2004. Another change is the postponement of the first two OCR loans by one year each. There are also some changes to the composition and sequencing of the TA pipeline vis-à-vis the Country Strategy and Program Update (2003–2005).
