III. Portfolio Management Issues

32. The Azerbaijan portfolio is quite young, with the first loan approved only in December 2003. The loan is expected to be signed in mid-2004 and become effective in the third quarter of 2004. Processing and implementation of the TA program continue to experience delays due to the Government's lack of familiarity with ADB procedures. The expected setting up of a resident mission in mid-2004 should help improve processing and implementation of projects.
