GMS Regional Cooperation Strategy and Program (RCSP)

The Regional Cooperation Strategy and Program (RCSP) is a road map to guide ADB’s regional operations in the Mekong Region.

Consistent with ADB’s overarching goal of poverty reduction, the RCSP aims to reduce poverty in the region. To achieve this, it defines a five-year strategy supported initially by a 3-year program of assistance.

The strategy was approved in March and presented to the ADB's Board of Directors. It was prepared through consultations with governments, NGOs and civil society. Earlier drafts of the RCSP were presented to GMS governments in December 2003.

In January 2004, a draft was circulated to NGOs. It was discussed at a Tripartite Meeting in Bangkok on 27-28 January where NGOs, GMS governments, and ADB attended. Read the executive summary.

The RCSP will be updated regularly through continuous consultations with stakeholders.
