IV. Country Performance and Assistance LevelsA. Proposed Lending Level27. Based on the cross-country performance assessment under the policy of performancebased allocation of Asian Development Fund (ADF) resources and overall ADF resources availability, the annual indicative lending level proposed is $28 million for 2005 and $35 million for 2006 (Appendix 2). However, allocation of ADF funds will depend on the revised performance-based allocation policy, to be finalized later in 2004. Hence, the annual allocation is subject to change. The updated pipeline for the indicative lending program 2005–2006 Table A1.10 and the concept papers are on Appendix 2. For reference, the 2004 assistance program for lending products and services in Table A4.1 and Table A4.2. B. Nonlending Program28. The TA program is supportive of the strategic thrusts pursued by the lending program and is based on the availability of $1.9 million annually. Given that the CSP being prepared may possibly result in a change of strategic priorities, the 2006 TA program has been scaled back for now. ADB is committed to proactively explore cofinancing opportunities. Special efforts will be made to explore cofinancing resources for additional TA projects to supplement the TA programs attached hereto. The updated nonlending assistance programs for 2004–2007 are in Table A1.11 and the concept papers are in Appendix 3. C. Summary of Changes to Lending and Nonlending Program29. As for changes with respect to the previous CSPU, in 2004 the processing of the Crop Production Project has been discontinued due to ADF allocations constrains and difficulties to identify appropriate components for the intervention. In addition, Governance Reform III has been reclassified as a standby project in 2006. The TA program has been adjusted accordingly.
