A new Country Strategy and Program (CSP) has been prepared for Mongolia for 2006-2008 to provide an updated framework to identify and target future ADB operations in the country. The CSP takes into account Mongolia’s strong transition to a market economy but also recognizes that economic growth has been insufficient to reduce the large percentage of the population that fell into poverty in the early, difficult years of the transition.

The CSP accepts as its primary challenge the need to broaden and sustain Mongolia's growth, and provide opportunities for the many Mongolians who have not yet benefited from the transition to a market economy. The approach taken in the new strategy is to closely align ADB support with the Government's own development strategy. ADB will provide assistance in the agriculture, transport, education, health, and urban development sectors. Support for administrative consolidation will be provided in support of interventions in these sectors.

ADB usually prepares a CSP every 5 years to guide its operations in each of its developing member countries. A CSP update is prepared every year to reflect any important country developments and adjustments to the program.

As part of the preparation of ADB’s Country Strategy and Program (CSP), and subsequent updates, ADB commissions various background studies that identify constraints to sector development and recommend measures to address these shortcomings.

The findings of these studies provide critical inputs that strengthen the analysis and recommendations of the CSP.
