The Country Strategy and Program (CSP) is prepared in active consultation with developing member country stakeholders: the government, NGOs, civil society groups, the private sector and other development agencies. Strategy and Program Assessments
As part of the preparation of ADB’s Country Strategy and Program (CSP), and subsequent updates, ADB commissions various background studies that identify constraints to sector development and recommend measures to address these shortcomings.

The findings of these studies provide critical inputs that strengthen the analysis and recommendations of the CSP.
