Country Strategy and Program Update 2004-2006: Samoa

I. Country Strategy

1. The three-pronged strategy of the Asian Development Bank (ADB) for Samoa directly supports the Government's Strategy for the Development of Samoa (SDS) 2002-2004, and is consistent with ADB’s Pacific Strategy for the New Millennium.1 First, the ADB strategy aims to improve the enabling environment for accelerated private sector growth and job creation by (i) enhancing the policy and institutional framework for private sector development; (ii) supporting sound macroeconomic and financial policies and management; (iii) freeing customary land for productive and economic uses; (iv) facilitating public-private partnerships; and (v) enhancing accountability and performance of state-owned enterprises (SOEs). Second, the strategy aims to enhance access to, and delivery of, basic social services by providing infrastructure and enhancing management and performance of the relevant public sector institutions. Third, ADB will continue to help the Government improve living standards and reduce income disparity through improved equity and access to quality education for all Samoans. The ADB strategy reflects the most common aspirations of the vulnerable and disadvantaged communities, as expressed in ADB’s 2002 participatory poverty surveys:2 employment, and access to basic social services, education, finance, and land. Appendix 1 summarizes the strategy statement.
