A. Proposed Lending Level

30. A loan assistance program for 2006–2008, based on the resource envelope of ADF allocation of nearly $55 million to Tajikistan, is in Appendix 1. Though indicative lending levels for Tajikistan, based on performance-based allocation of ADF resources, are lower than listed in 2005–2006 CSPU, Tajikistan will be eligible to receive as grant 40% of its ADF allocation. In addition, a substantial portion of the forward program comprising regional projects under the Central Asia Regional Economic Cooperation (CAREC) program will be proposed for funding from subregional resources under ADF IX.

B. Nonlending Program

31. For the core TA program, an annual ADF allocation of $1.9 million is provided for 2005. In addition, cofinancing of $1.3 million is made available. This will be supplemented with JFPR grants of $3.0 million in 2005 and $0.5 million in 2006. The nonlending pipeline for 2006–2007 is in Appendix 1.

C. Summary of Changes to Lending and Nonlending Program

32. For 2005, a package of assistance comprising the proposed Farm Productivity Improvement Project and Farm Analysis and Awareness Raising for Debt Resolution TA has been added to the program to support the implementation of the farm debt resolution strategy. The proposed Regional Gas Transmission Improvement Project has been shifted to 2006 as part of the reprioritization of the program. In 2006, a new project has been proposed on a standby basis to support the implementation of the new tax and customs code that became effective in 2005. Changes have also been proposed in the nonlending program to reflect changes in the lending program.
