IV. Country Performance and Assistance LevelsA. Proposed Lending Level30. Levels of ADB lending commitments to Uzbekistan have fluctuated in recent years, averaging $99 million over the period 1996–2003. The prospective range of $100 million– 150 million, including regional projects, outlined in the last CSPU remains valid. ADB's actual level of assistance will be guided by the framework identified in para. 4, together with absorptive capacity considerations. Uzbekistan is expected to gain access to ADF from 2005. The level of ADF lending will depend on the outcome of the ADB-wide performance-based allocation exercise and overall ADF availability. ADF lending to Uzbekistan is expected to focus on poverty intervention projects. Total lending, including OCR and ADF, is expected to be within the range indicated just above. B. Nonlending Program31. The President's Planning Directions 2004–2007 dated 9 February 2004 indicate an annual TA indicative planning figure from the Technical Assistance Special Fund and Japan Special Fund sources for the entire East and Central Asia Department of $25.2 million in 2005– 2007. On this basis, the Uzbekistan TA indicative planning figure is $1.9 million per year in 2004–2007. With the declining trend in TA resources, pursuing partnerships with ADB's bilateral and multilateral development partners has become essential. C. Summary of Changes to Lending and Nonlending Program32. The proposed lending and nonlending program for 2005–2006 may be seen in Tables A1.9 and A1.10. The major changes from last year's CSPU relate to the addition of the following projects: Kashkadarya and Navoi Rural Water Supply, Science and ICT in Basic Education, and Development of Market Infrastructure for Private Farms. 33. For reference, the 2004 Assistance Program for Lending Products and the 2004 Assistance Program for Nonlending Products and Services are provided in Table A4.1 and Table A4.2, respectively.
