B. Nonlending Program20. The TA pipeline and proposed economic, thematic, and sector work program are designed to support the lending program’s main areas of emphasis. A base case scenario of about $4.1 million annually from the TA Special Fund and Japan Special Fund is used for the TA indicative planning figure for 2006. Some adjustments to the TA program for 2006-2008 may be necessary to respond to adjustments in the lending program or to changes introduced during CSP preparation in 2006. Given the large needs for capacity building, sector analysis, and institutional development, cofinancing (Appendix 1) will be actively sought to ease the constraint of limited TA resources. Nonlending resources will be used as a first priority for project preparation, followed by capacity building linked to project implementation, and other important TA needs. ADB will pursue economic, thematic, and sector work by accessing ADBadministered trust funds, partnering with knowledge departments and GMS initiatives, and collaborating with the ADB Institute. Sector studies and road-map preparation for the new CSP will be funded under ADB’s administrative budget.
