I would like to thank the Asian Development Bank for inviting me to speak at this highly expert forum on "Legal Aspects of Regional Cooperation". This being a forum of the Asian Development Bank attended by lawyers and non-lawyers alike, I will be not too far off the mark if I venture the opinion that the topic assigned to me i.e. "Legal Aspects of Regional Cooperation" is part of a larger subject, i.e. Law and Development.

Law and Development is a topic or a subject which has drawn the attention of legal scholars in the late sixties when the subject matter was discussed in meetings of the International Legal Centre, New York. The future of Law and Development research was thoroughly examined from various points of view using a report made by the Research Advisory Committee on Law and Development of the International Legal Centre entitled "Law and Development" as a basis for discussion.

Roughly twenty-five years later when regional cooperation at least in Southeast Asia is bearing fruit, it is quite logical for somebody to be asked to speak on the Legal Aspects of Regional Cooperation, a topic which is based on the premise that law indeed has a role to play in development.
