The DRILP is a sector-like project, which aims to reduce rural poverty in hill and mountain areas of Nepal by extending the network of rural transport infrastructure and improving small, community level socio-economic infrastructure. At the same time it will provide employment, empower rural communities, increase institutional capacity, and improve accountability and transparency, so that the investment in construction and rehabilitation of infrastructure results in sustainable improvements.

The project is not likely to cause any significant negative environmental impact since several safeguards have been incorporated into the project design. The project will provide technical and financial support to ensure that the Initial Environmental Examination is conducted. Subprojects are also designed and constructed adopting the labor-based, environmentally friendly, and participatory approach (LEP) which aims to minimize environmental assessment and review procedures.
