ADB's ADF VIII and IX Operations: Evaluation Case Studies

This volume [ PDF: 268kb | 37 pages ] assesses 25 operations that were ongoing in 2007, and funded by ADF VIII loans. They are based on OED visits to five ADF recipient countries over June to September 2007: Bangladesh, Lao People's Democratic Republic, Nepal, Pakistan, and Viet Nam.

The case studies were also based on interviews with ADB staff, study of project documentation, and collected country data. The drafts have been counterchecked by the responsible ADB's project officers.

The country programs from which the projects were selected are utilizing around 60% of all ADF flows over the period 2001–2008. In order to ensure variety of experiences, all projects have different executing agencies, and in each country only one case study is taken from a sector. The findings support a synthesis which is presented in Chapter 4 of the main text of the special evaluation study in three areas:

  • overall success of 25 ADF VIII operations studied
  • success of poverty-targeting efforts in these 25 operations, and
  • success of governance-targeting efforts in the operations.
