Project Case Studies in the Philippines

OED looked at 3 projects in the Philippines, at least two of which were controversial. The studies took place between February and May 2006. The table below gives some main features of the projects, and provides links to the individual case studies.

Project Cost at Appraisal ($ million) Loan Amount ($ million) Estimated Affected Persons Affected Persons at Completion
Sixth Road 653 167 (36,500)
Southern Philippines Irrigation Sector 102 60 770 Not complete
Pasig River Environmental Management and Rehabilitation 150 75 55,000 Not complete

The case studies [ PDF: 2,628kb | 47 pages ] show that in the Philippines, resettlement in ADB supported projects has been a painful process like in India, although satisfaction levels among affected persons have eventually been somewhat higher. ADB's emerging approach to resettlement and increasing focus on due diligence over the period have been main reasons for this. The study includes many photos.
