Timor-Leste: Community-Managed Water Supply and Sanitation

A Case Study from the Project Performance Audit Report for Water Supply and Sanitation Rehabilitation Projects Phase I (Grant 8185-TIM[TF]) and Phase II (Grant 8189-TIM[TF]) in Timor-Leste

This case study investigates why the community management model adopted for the water supply and sanitation sector, considered to be international good practice, has not proven to be sustainable in Timor-Leste. The study provides a detailed analysis and illustrative pictures of the problems and issues faced in the sector.
