Organized by the ADB and State Environmental Protection Agency (SEPA) with support from the Clean Air Initiative for Asian Cities (CAI-Asia), United States-Asia Environmental Partnership (US-AEP), and Parsons Advanced Technologies, Inc. The Chongqing Environmental Protection Bureau (CEPB) hosted the event.

Post-workshop statement

Appropriate vehicle emissions standards for new and in-use vehicles, and a well-designed and operated inspection and maintenance (I&M) program are important elements in an emissions reduction strategy. I&M identifies poorly maintained or defective vehicles that are high polluters so that they can be properly repaired to meet either local or international emissions standards.

Strengthening inspection and maintenance

"Strengthening Vehicle Inspection & Maintenance" was the third regional workshop organized under RETA 5937. It was held at the Harbour Plaza hotel in the historic city of Chongqing, People's Republic of China from November 7 to 9, 2001.

Around 100 participants from government, research organizations, NGOs, transport associations, multilateral institutions, and the private sector attended this event.

Through plenary sessions and working group discussions, the participants came up with some of the following general recommendations:

  • Development of new vehicle standards will require active dialogue between the motor industry and oil industry to ensure that the required fuels will be available
  • Governments should announce well in advance the schedule for tightening emissions standards for new vehicles (e.g. Euro II, III, and IV)
  • It is usually better to adopt standards that fail the worst 20-25% of the vehicle fleet and to gradually tighten the standards as the service industry and maintenance practices improve
  • Centralized I&M systems where the inspection function is separated from the maintenance function have produced the best result
  • In defining the structure of an I&M system, there should be a careful and thorough dialogue among all relevant stakeholders
  • Effectiveness of voluntary programs is limited as the vehicle owner is expected to pay for vehicle inspection
  • I&M systems should ideally be regulated within a national framework
  • With regard to the repair sector, vehicle manufacturers can play an important role in providing training
  • The single most important factor for the success of I&M is support by senior decision makers and the institutional capacity to manage and regulate the system
