Organized by the Asian Development Bank and Vietnam Register with support from the United States-Asia Environmental Partnership (US-AEP) and the Clean Air Initiative for Asian Cities funded by the World Bank, the Government of Japan, the Government of the Netherlands, and Ford Motor Company.

Post-workshop statement

Motorcycles and three-wheeled vehicles are popular forms of transportation in Asia. In many cities in the region, these vehicles account for 50-90% of the total vehicle fleet. Priority, therefore, must be given to pollution control strategies for these vehicles if Asian cities are to achieve clean, healthy air.

Reduction of Emissions from 2-3 Wheelers

Reduction of Emissions from 2-3 Wheelers was the second regional workshop organized under RETA 5937. It was held at the Melia Hanoi hotel, Hanoi, Viet Nam from September 5 to 7, 2001.

About 150 participants from government, the vehicle and oil industry, research organizations, the NGO community, transport associations, and multilateral institutions attended this event.

Plenary sessions and working group discussions helped participants understand the extent of the problem and explore long-term solutions.

Participants came up with the following general recommendations:

  • Need for a clear understanding of the necessary emissions reductions from 2-3 wheelers to achieve healthy air quality
  • Need for improved data collection to reduce information gaps
  • Strategies related to fuels and lubricants, emission standards, alternative fuels, inspection and maintenance, scrappage schemes, alternative modes of travel, and financial and tax incentives
  • Large-scale awareness campaigns to promote acceptance of policies and legislative changes by the end users
  • Analysis of the demand for mobility to improve public mass transportation system
  • Consistent, transparent, and systematic enforcement of laws and regulations
  • Innovative demonstrative projects
  • Capacity-building for governments since they have a critical role in leading efforts to reduce pollution from 2-3 wheelers
  • Regulators must develop medium-term plans for new and in-use vehicle emission standards so that manufacturers can modify their designs to ensure compliance
  • Auto oil programs with primary focus on modifying fuels to reduce emissions from cars, trucks and buses
  • Strengthen impact assessment methodology
  • Importing countries should consider a ban on any new imports of vehicles that do not meet acceptable emissions levels
