Post Workshop Statement

On 25-26 March 2002, the first Ministerial Conference on Central Asia Economic Cooperation was convened at the ADB Headquarters in Manila, Philippines. High-level government delegations from the People's Republic of China, Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan participated in the Conference. Country delegates attending as observers included Azerbaijan, India, Mongolia, Pakistan and Turkmenistan. The Conference was also attended by multilateral and bilateral development partners.

The Conference sought to provide guidance in prioritizing regional investment needs and in effectively mobilizing resources to finance them. It also provided a unique opportunity for concerned countries and donor agencies to discuss areas for better coordination as well as to explore new prospects for cooperation in the context of the reconstruction of Afghanistan.

Objectives

This high-level Conference will provide:

guidance to the prioritization of regional investment needs, and effective resource mobilization to finance these needs
a unique opportunity for all countries and donors concerned to explore opportunities and discuss areas for better coordination
a forum with participants from all parties concerned to explore new prospects for cooperation post Afghan war
a platform for rallying support for economic cooperation in Central Asia, as well as a milestone in furthering the partnership between ADB and the Central Asian countries

Expected Outputs

A Ministerial Statement that reflects the participating governments' position on the above objectives.

Target Participants

Ministerial and senior level officials from each of the governments of the People's Republic of China, Kazakhstan, Kyrgyz Republic, Tajikistan, and Uzbekistan
Observers from each of the following countries: Azerbaijan, Turkmenistan, Mongolia, Afghanistan, India and Pakistan
Observers from bilateral and multilateral donor agencies
