Post Conference Statement

The 13th Ministerial Conference on Subregional Economic Cooperaton in the Greater Mekong Subregion (the Conference) was held in Vientiane on 16 December 2004. The Conference was preceded by the Greater Mekong Subregion (GMS) Senior Officials’ Meeting (the SOM) held on 14 December 2004 and a Development Partners Meeting (DPM) on 15 December 2004. Prior to the Conference, the Second GMS Summit Task Force Meeting was held on 13 December 2004.

Purpose

The Conference will serve as the venue for reviewing progress on preparations for the Second GMS Leaders Summit, as well as progress of the GMS Program, and for finalizing/adopting a medium term action plan for the program. It will also provide an opportunity to expand and deepen cooperation with development partners, including the private sector.

Objectives

At the end of the Conference, the following shall have been accomplished:

  • The Ministers apprised on the progress of Summit preparations; important inputs provided for determining the format, substantive issues and deliverables for the Summit
  • The Ministers apprised of the progress in the key areas of cooperation since the last (12th) Ministerial Conference (September 2003, Dali City, PRC)
  • Production of an action plan for the nine sectors of cooperation1 under the GMS Program
  • The Conference will aim to further strengthen the dialogue with development partners and the private sector further strengthened.

Components

The Conference will consist of the following components:

  • a Senior Officials Meeting on 14 December
  • a Development Partners Meeting on 15 December
  • an informal ministerial meeting in the afternoon of 15 December

The Summit Task Force, which is responsible for the preparations, for the Second Summit of Leaders in July 2005, will also have a meeting on 13 December

Expected Outputs

  • A Joint Ministerial Statement, which includes an action plan for the GMS Program covering the short-to-medium term.
  • Definite directions regarding the theme, program, and deliverables for the Second GMS Summit.

Target Participants

  • GMS Ministers, Senior Officials and other delegates from GMS member country governments
  • Representatives from development partners
  • Private sector representatives, including the Chairman of the GMS Business Forum
