2nd Master Training Seminar on Curbing Corruption in Public Procurement
A Master Training Seminar Organized Jointly by Asian Development Bank (ADB) and Organisation for Economic Co-operation and Development (OECD)
ADB Headquarters, Manila, Philippines, 7-9 July 2004




Purpose

The training seminar aims to build capacity in the area of curbing corruption in public procurement on a practical level using case studies and real examples.

Using tested instruments to detect and diminish corruption risks in the procurement process, the seminar will look at the different procurement processes and steps and identify their inherent dangers and corresponding counter measures and good practices.

Public reforms and private initiatives to design a sound procurement procedure will be analyzed and key clauses and provisions on procurement contained in relevant international instruments such as the Asia-Pacific Action Plan and the UN Convention Against Corruption will be identified and discussed.

Finally, the seminar will allow experts from the 23 endorsing countries to meet with their counterparts from countries of Asia and the Pacific and outside the region to exchange experience.

Objectives

At the end of the training seminar, participants will have:

  • looked at the different procurement processes and steps, and identified the major dangers and risks
  • analyzed public reforms and private initiatives to design a sound procurement procedure, business integrity management, and implementation of anticorruption program
  • identified and discussed key clauses and provisions on procurement contained in relevant international instruments such as the Asia-Pacific Action Plan and the UN Convention Against Corruption, and
  • identified counter measures and good practices of the "ideal" procurement process.

Expected Outputs

  • a comprehensive report and highlights covering results of discussions on procurement processes and steps
  • major dangers and risks identified by participants
  • analysis of public reforms and private initiatives, key clauses and provisions on procurement contained in relevant international instruments such as the Asia-Pacific Action Plan and the UN Convention Against Corruption
  • counter measures and good practices of the "ideal" procurement process that could be adopted by participants in their respective country settings.

Target Participants:

Participants to the training seminar will include from each of the 23 endorsing countries:

  • representatives from an institution responsible for overseeing the design of procurement procedures, and
  • practitioners responsible for the implementation of procurement regulations, i.e. officials responsible for granting public contracts or for the supervision of procurement processes.
