5th Steering Group Meeting of the ADB-OECD Anti-Corruption Initiative for Asia and the Pacific
A Meeting Organized Jointly by Asian Development Bank (ADB) and Organisation for Economic Co-operation and Development (OECD)
ADB Headquarters, Manila, Philippines, 5-7 July 2004




Purpose

The Steering Group meeting will bring together the senior officials from the 23 countries that have endorsed the Anti-Corruption Action Plan for Asia-Pacific and members of the Advisory Group to discuss the Initiative's strategy and work plan for the next three years and deliberate on participating countries' new priority areas of reform and projects under the Action Plan's 2nd implementation cycle. The Steering Group meeting will welcome the Republic of Palau and the Republic of Viet Nam as the latest members of the steering group and the 22nd and 23rd countries, respectively, to endorse the Action Plan.

Objectives

At the end of the meeting, participants will have:

  • deliberated on and finalized the endorsing countries' second set of priority areas for reform and corresponding Action Plan implementation projects
  • finalized the group's stocktaking exercise on the region's legal and institutional framework to fight corruption and prepared its dissemination to the public at large in book form
  • launched a series of in-depth thematic country studies
  • shared experience and good practices and learned from each other's experience in the implementation of the Action Plan; and
  • discussed the Initiative's strategy and work-plan for the coming three years including the decision on themes to be addressed in the Initiative's forthcoming training seminars.

Expected Outputs

  • comprehensive overview and progress report on current legal and institutional anti-corruption framework in 20 endorsing countries from Asia and the Pacific
  • consolidated list of and recommendations towards anticorruption projects of endorsing countries for implementation under the Action Plan's 2nd implementation cycle; and
  • Initiative's strategy and work plan 2004-2006, including themes for forthcoming training seminars in support of the countries' implementation efforts under the Action Plan and the launching of the Initiative's first series of thematic country studies.

Target Participants:

Participants to the Steering Group meeting will include:

  • senior officials from the 23 countries that have endorsed the Action Plan
  • members of the Advisory Group to the Steering Group
  • senior government officials from observer countries interested in joining the Initiative; and
  • representatives of relevant international institutions interested in supporting the Action Plan implementation process.
