Conference on Customs Reforms and Modernization
21-24 April 2004, Beijing, People's Republic of China




Background and Objectives

The Conference was co-sponsored by the General Administration of Custom of the People's Republic of China and the Asian Development Bank, and was part of ADB's ongoing support for the Regional Customs Cooperation Program for East and Central Asia under the auspices of the Customs Cooperation Committee (CCC).

The Conference achieved two objectives:

  1. Exchanging views and sharing country experiences in the outgoing customs reforms and modernization, and
  2. contributing to the agreement on the scope, technology requirement and financing plan for the data-sharing arrangement launched in the CCC meeting in Issyk-kul in August 2003.

The first objective helped the participants compare country strategies which developed a common framework for country assessment and financing plans on various aspects of custom modernization. The second objective helped advance several bilateral data-sharing initiatives among CCC member countries (e.g., Kazakhstan, Kyrgyz Republic and PRC), and developed a joint plan for this important CCC initiative.

Target Participants

The Conference brought together 21 customs officials from Azerbaijan, Kazakhstan, Kyrgyz Republic, Mongolia, the People's Republic of China, Tajikistan, Turkmenistan, and Uzbekistan.
