Forum on Public-Private Partnership for Customs Modernization
14-16 October 2004, Manila, Philippines



Background and Purpose

The Forum was co-sponsored by the Bureau of Customs, Philippines and was part of ADB's ongoing support for the Regional Trade Facilitation and Customs Cooperation Program (RTFCCP) for East and Central Asia under the auspices of the Customs Cooperation Committee (CCC).

The purpose of this Forum was two-fold:

  • to learn from the experience of Philippine customs modernization, primarily on efforts to develop a master plan for customs modernization (and automation in particular), adoption of change management, and partnership with the private sector
  • to provide opportunity for CCC member countries to develop joint activities and move forward with the customs cooperation program by advancing ongoing initiatives (e.g., bilateral transit agreements, joint working group on customs modernization, and development of a common approach and strategy on risk management and associated training).

Participants

The Forum brought together 24 customs officials from the RTFCCP member countries, with active participation from officials of the Bureau of Customs, Philippines, as co-sponsor.
