Third Meeting of the Customs Cooperation Committee

Post Meeting Statement

The Third Customs Cooperation Committee (CCC) meeting was held on 1-3 December 2004 in Baku, Azerbaijan, to give guidance on priorities and future direction of the Regional Trade Facilitation and Customs Cooperation Program (RTFCCP), and review the work programs prepared by the CCC Working Groups.

CCC members adopted a joint statement to strengthen regional customs cooperation, and witnessed the signing of an Agreement on Customs Cooperation and Mutual Assistance in Customs Services between Azerbaijan and the Kyrgyz Republic.

The CCC is composed of the heads/deputy heads of customs administrations of the Central Asia Regional Economic Cooperation (CAREC) Program. The participating countries in the Program include: Azerbaijan, Kazakhstan, Kyrgyz Republic, Mongolia, PRC, Tajikistan, Turkmenistan, and Uzbekistan. The Third CCC meeting was attended by all participating countries. ADB staff and experts facilitated the proceedings.

Background and Objectives

The Customs Cooperation Committee (CCC) is a group of heads/deputy heads of customs administrations of the East and Central Asian countries joining a larger regional cooperation program supported by the ADB. The CCC provides overall guidance and supervision to the Regional Trade Facilitation and Customs Cooperation Program (RTFCCP) launched by ADB in 2002 to support customs reforms and modernization in its developing member countries in East and Central Asia. The CCC is the decision-making body of the RTFCCP. The CCC convenes the meeting each year.

During its first meeting in August 2002 in Urumqi, People's Republic of China (PRC), the CCC endorsed a 7-point Common Action Plan (CAP) and instituted two Working Groups for its implementation. The Second CCC Meeting was held on 9-10 October 2003 in Tashkent, Republic of Uzbekistan, and endorsed a Common Action Plan Update and Proposed Work Plan for 2003-2004.

On 1-3 December 2004, the CCC held its Third Meeting in Baku, Azerbaijan. The Meeting consisted of

  • a report on the progress of RTFCCP by the Secretariat
  • statements by CCC members to give guidance on priorities and future direction of the RTFCCP
  • Working Group Meetings to develop work programs for 2005-2006, and
  • Concluding Session among the CCC members to review the work programs prepared by the Working Groups and agree upon a Joint Statement of the CCC.

Participants

  • Head/Deputy Head of the customs administrations from Azerbaijan, Kazakhstan, Kyrgyz Republic, Mongolia, People's Republic of China, Tajikistan, Turkmenistan, and Uzbekistan.
