Customs Cooperation Committee

Co-sponsored with the Department of Customs Services under the Ministry of Finance of the Kyrgyz Republic, this Meeting was part of ADB's ongoing support for the implementation of the 7-point Common Action Plan (CAP) endorsed in August 2002 by the Customs Cooperation Committee (CCC). The development of Simplified Transit Systems was one of seven key areas in the Common Action Plan. A Regional Seminar was organized last 4-8 August in Issyk-Kul, Kyrgyz Republic and the participants reviewed issues and constraints and suggested measures in line with international practices.
During the past Ministerial Conference of Central Asia Regional Economic Cooperation held on 11-12 November 2003 in Tashkent, the Ministers recognized the development of Simplified Transit Systems as a key area for regional cooperation and instructed the CCC to consider drafting a regional transit agreement in the near future. During this meeting, the participants discussed major issues related to regional transit systems and explored the possibility of extending a draft transit agreement between Kazakhstan and the Kyrgyz Republic into a regional one.
The CCC consisted of heads of customs administrations of the East and Central Asian countries joining a larger regional cooperation program supported by the ADB.
The seminar was coordinated by East and Central Asia Department which brought together 16 customs officials from Azerbaijan, Kazakhstan, Kyrgyz Republic, Mongolia, the People's Republic of China, Tajikistan, and Uzbekistan.
