Background

The Network of Asian River Basin Organizations (NARBO) was established to share knowledge and build capacity for integrated water resources management (IWRM) in river basins throughout Asia.

The Network was officially launched on 20 November 2003 at the Inception Meeting held during the 1st South East Asian Water Forum in Chiang Mai, Thailand. During this meeting, it was agreed that a general meeting to define the policy and institutional arrangements for NARBO be held in February 2004. Jasa Tirta 1 Public Corporation, the managing institution of the Brantas and Bengawan Solo River Basins in Java, Indonesia, will serve as main organizer.

Objectives

The meeting will enable the participants to

  • Ratify the NARBO charter
  • Elect the NARBO constitutional body
  • Discuss the implementation of IWRM in a river basin context

ADB's Role

The ADB, together with the ADB Institute and the Japan Water Agency (JWA; formerly Water Resources Development Public Corporation), established NARBO through a letter of intent signed on 21 March 2003 during the 3rd World Water Forum.

ADB serves as convenor for this meeting.

Features

The meeting will be divided into two main parts. The first half will focus on defining NARBO's organizational setup. The second half will involve a series of workshops on IWRM implementation.

The workshops will focus on two themes:

Theme 1- IWRM: Conceptions and Frameworks, Water Governance

    This session will highlight the different approaches to IWRM adopted by individual countries. This will cover their policy, institutional, financial and legal frameworks for managing water resources, as well as their plans for implementing NARBO activities in the short, medium and long term.

Theme 2- IWRM Implementation

    This session will surface relevant technical and non-technical challenges in IWRM implementation, and give the participants the opportunity to formulate possible short and long-term solutions.

Participants

Participants to the meeting will include representatives of river basin organizations, countries and inter-regional/ regional bodies. Participation is by invitation only.
