Is there conspiracy against the poor? Why is it that after concerted efforts spanning decades, the poor still does not have access to safe drinking water? Have conventional mindsets or vested interests stymied progress in this direction?
The ADB has organized its 2nd Water Week to stimulate knowledge development in the water sector, particularly on the issue of water for the poor. The theme for the 2004 ADB Water Week is "Water for the Poor: Setting the Rules and Finding the Money."

'Leadership Matters', ADB Vice President Urges
"The ADB must become more creative in ensuring that our investments are linked to good performance". So said ADB Vice President, Geert van der Linden in his keynote address at the ADB's Water Week on the value of leadership within the water sector. Citing examples of political, managerial and civil society leadership in Sri Lanka, Cambodia and India, Mr van der Linden continued: "leadership matters and finance must be directed where good leadership exists."

Making Watershed Changes Happen
Water Week sessions shifted gears yesterday to focus on innovative and non-conventional reforms needed to improve water governance and financing. The discussions highlighted the need to work with the right information and partners, the roles civil society can assume to catalyze reforms, the pursuit of credible regulation, and the need for greater water investments, especially in rural areas and in non-structural interventions. |
