Second GMS Summit

To intensify GMS regional cooperation with a view to realizing the GMS vision of a subregion that is prosperous, equitable, and more integrated.

The Summit reviewed the achievements of the GMS Program since the First GMS Summit and discussed the future direction of the Program to guide specific courses of action in the context of recent major developments in the region.

The GMS Leaders issued the Kunming Declaration at the conclusion of the Summit.

In addition to the GMS Leaders, the Summit also involved the GMS Ministers and Senior Officials.

Signing Ceremony to be Witnessed by the Leaders

  • Three annexes and one protocol under the Cross-Border Transport Agreement (CBTA)
  • MOU on the Basic Principles for Initiating the Implementation of Stage 1 of Regional Power Trade
  • MOU for the Planning and Construction of the GMS Information Superhighway
  • MOU on the Prevention and Control of Animal Epidemics in the GMS

Signing of bilateral MOUs under the Cross Border Transport Agreement (CBTA)

  • Countries signed MOUs on border crossings to implement the CBTA (Aranyaprathet-Poipet, Mukdahan-Savannakhet, Bavet-Moc Bai).

Forum on Business Participation in GMS Cooperation (3-4 July)
The Forum involved discussions of issues and challenges involving the private sector. Three parallel sessions were convened on infrastructure, trade and investment, and ICT. The outcomes of the Forum were presented to the GMS Leaders in a Dialogue Session on 4 July.

GMS Achievements Exhibition (3-5 July)
The Exhibition presented the achievements of the GMS Program and showcased the Mekong subregion in its many dimensions --- its cultural diversity, social advancement, and economic potential. The Exhibition provided a montage of some of the most significant events that have transformed the Mekong landscape into what we see today --- a vibrant, vigorous, and dynamic region.

GMS Telecommunications Exhibition (Teldex) (3-5 July)
Teldex showcased GMS cooperation in the telecoms sector as well as in ICT.
