Throughout Asia, private sector development and increasing the contribution of the private sector to the economy is key to economic growth and poverty reduction. Many Asian countries include private sector development in their national development goals and are articulating and refining strategies to more effectively promote private-sector led growth through improving the business environment and increasing competitiveness. Governments thus aim to release the energies of entrepreneurs, investors, and innovators so that they can participate more fully in broad and sustainable economic development. To assist Governments in these efforts, ADB is developing a guide for a results-based PSD Strategy process through the Regional Technical Assistance on Supporting Country-Driven PSD Strategies (RETA 6082).

This workshop examines how development, management and implementation of a Private Sector Development (PSD) Strategy can be effective in accelerating reform by increasing accountability and focusing on results. It will provide a forum for exchange, and participants will have an opportunity to share their experiences during break-out sessions. Challenges and lessons learned from the workshop will serve to further develop and finalize the PSD strategy process guide. The workshop is organized around the essential stages of the PSD strategy process, from planning to implementation, including:
- Setting goals for the PSD strategy
- Diagnosing bottlenecks to PSD
- Designing solutions to those bottlenecks
- Organizing the government
- Structuring stakeholder consultation
- Monitoring results and adjusting the strategy over time
The process will differ from country to country, depending on the development needs and the political and social forces at work. But some general approaches are relevant across countries. The workshop will provide a forum for exchange, and participants will have an opportunity to share their experiences during break-out sessions. Challenges and lessons learned from the workshop will serve to further develop and finalize the PSD strategy process guide.

Target participants include senior government officials from DMCs,
representatives from international financial institutions and other
donors, as well as representatives from business organizations and
the private sector.
There will be pre-determined participants who will receive a workshop invitation. However, anybody interested in participating in the workshop is encouraged to register.

ADB will provide pre-determined DMC government participants with a round trip plane ticket, airport transfers, hotel accommodation, and a modest subsistence allowance (ADB-funded participants). Other participants will have to cover their travel and accommodation expenses themselves (self-funded participants).

Self-funded participants, excluding representatives of donor agencies, are required to pay the registration fee of $75.

Entry visa to the Philippines
Participants are responsible for securing the necessary Philippine visa and transit visas. They are advised to apply for a Philippine visa at least (1) month before the date of travel to the Philippines. On the average, it takes three (3) weeks to process application for the Philippine visa.
The nationals of the following DMCs are required to get a visa to enter the Philippines:

Visa requirements:

- Invitation letter for VISA application purposes
- Visa fee (estimated at $40-$50)
- Participant's passport -should be valid for at least six (6) months from date of expected travel (exit) from the Philippines
The ADB's Travel Section will issue a "Note Verbale" to facilitate
visa application. For this purpose, the participants need to send
the following information to the workshop secretariat by completely
filling out the specified portion in the Registration Form:
- Name on passport
- Nationality
- Gender
- Passport number
- Date of Issue
- Date of Expiry
- Date of birth
The workshop secretariat will send a copy of the "Note Verbale" via facsimile or scanned image of the note verbal to the participant.
Depending on the travel itinerary, participants will be required to secure
a transit visa, in addition to Philippine visa. Participants should inform the
workshop secretariat so that the ADB Travel Section can issue a "Note Verbal"
for the transit visa. The participant needs to check with the concerned visa
office where they can apply for the transit visa.
