A preparatory Senior Officials' Meeting (PSOM) on Central Asia Regional Economic Cooperation (CAREC) was convened in Bishkek, Kyrgyz Republic, on 14 October 2005. Delegates from Islamic Republic of Afghanistan, Republic of Azerbaijan, People's Republic of China, Republic of Kazakhstan, Kyrgyz Republic, Mongolia, Russian Federation, Republic of Tajikistan, and Republic of Uzbekistan attended the meeting. For the first time representatives from Afghanistan and Russian Federation were participants in the proceedings of the meeting. Multilateral partners to the CAREC Program: Asian Development Bank, European Bank for Reconstruction and Development, International Monetary Fund, Islamic Development Bank, United Nations Development Programme, and World Bank, were represented.
The participants:
- reviewed the progress in the areas of transport, energy, trade policy, and trade facilitation
- discussed updates in
- regional business roundtable
- preparation of a Comprehensive Action Plan
- briefed on
- UNDP Central Asia Human Development Report
- endorsed key messages for Ministers
- reviewed arrangements for the 4th Ministerial Conference

Participation is by invitation only.
- Senior level officials from the governments of participating countries in the CAREC Program, namely, Azerbaijan, People's Republic of China, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, and Uzbekistan. Russia and Afghanistan were also invited to attend the PSOM as full participants.
- Representatives of the CAREC Working Group (ADB, EBRD, IMF, ISDB, UNDP, and World Bank)
