The Regional Technical Assistance on Capacity Building for Resettlement Risk Management (TA 6091-REG) aims to generate knowledge on how to
- identify impoverishment risks associated with displacement, dispossession and denial of access to income sources, and
- manage them through development strategies.
The TA is currently being implemented in 3 focal countries, namely, Cambodia, India, and the Peoples’ Republic of China (PRC).
In Cambodia, the resettlement audit of the Phnom Penh to Ho Chi Minh City Highway Improvement Project (ADB Loan 1659-CAM), along with the results of the needs assessment of affected persons at the two relocation sites of the Kab Srov Dike Sub-project (ADB Loan 1824-CAM), have provided invaluable lessons on resettlement risk management, focusing on such concerns as livelihood and impoverishment risks, asset losses, access to resources, compensation and other income restoration assistance.
One major output of the RETA is a country report that expounds on risk mitigation and rehabilitation issues, options to address these issues, and recommendations to ADB on tackling these issues. Other outputs of the RETA in each participating country include a resource databank on current laws and policies relevant to involuntary resettlement, and a resettlement handbook for transport projects.

The national workshop aims to promote deeper understanding among stakeholders of issues involving involuntary resettlement; the findings of the Cambodia RETA Team will be validated and lessons will be learned.

Specifically, at the end of the one day workshop, the participants shall be able to:
Define broadly what resettlement risk management is
Describe the key resettlement risk issues in the two case studies covered
Provide critique and suggestions on how to
- Enhance current laws and policies relevant to involuntary resettlement
- Identify impoverishment risks associated with displacement, dispossession and denial of access to income sources, and
- Plan out and implement appropriate development strategies to counter said impoverishment risks.

Participants to the workshop come from relevant government organizations, NGOs, APs, and private individuals who are involved in development work. Inclusive of the members of the RETA team, about 30 to 40 persons are expected to attend.
