TA 6091-REG: Capacity Building for Resettlement Risk Management

National Workshop in India

Background | Purpose | Objectives | Expected Outputs | Target Participants

The Regional Technical Assistance on Capacity Building for Resettlement Risk Management (TA 6091-REG) aims to:

  • identify impoverishment risks associated with displacement, dispossession and restrictions on access to income and livelihood sources arising from development projects, and
  • discuss the possibilities of eliminating or at least minimizing such risks through development strategies.

The TA is currently being conducted in 3 countries, namely, Cambodia, India, and the Peoples’ Republic of China (PRC). In India, ADB has undertaken a Country Study in association with the National Highways Authority of India on 2 road projects - the Third National Highways Project, funded by ADB, and the Western Transport Corridor, funded by the World Bank.

The Study specifically examined:

  • national policies and practices applicable to involuntary resettlement; and
  • planning and implementation issues related to land acquisition, compensation, income and livelihood restoration, relocation and rehabilitation.

Output of the TA in India includes a Country Report, a Handbook for Resettlement Plan Implementation for Transport Projects, and a resource databank on resettlement.

The national workshop aims to promote better understanding among stakeholders—planners of resettlement, implementing agencies, and affected persons—of involuntary resettlement issues, particularly resettlement implementation issues and how to make resettlement experience of project-affected-persons a development opportunity for them. The findings of the Country Study will be discussed in this context together with the lessons learned.

The workshop aims to serve as a forum for

  • discussion on issues related to managing resettlement-related impoverishment risks;
  • consensus building on the findings and recommendations of the Country Report; and
  • review of the draft Resettlement Handbook on Transport Projects, and adoption of it as a planning tool.

  • Recommendations on how to address key issues elaborated in the Country Report
  • Recommendations on how to improve the Resource Databank, and
  • An agreed format to present the final draft of the draft Resettlement Handbook for Transport Projects

Participants of the workshop will be representatives of relevant government departments and agencies, donors, NGOs, affected persons, and private individuals who are involved in development work.
