TA 6091-REG: Capacity Building for Resettlement Risk Management

National Workshop in the Peoples Republic of China

The regional technical assistance on Capacity Building for Resettlement Risk Management (TA 6091-REG) aims to generate knowledge on how to

  • identify impoverishment risks associated with displacement, dispossession and denial of access to income sources, and
  • manage them through development strategies.

The TA is currently being implemented in 3 focal countries, namely, Cambodia, India, and the Peoples’ Republic of China (PRC).

In PRC, the TA is assisting the Ministry of Land and Resources (MLR) in completing the ongoing research on resettlement which will contribute to the reformulation of the Land Law and its regulations. A draft Country Report covering the following research topics was prepared:

  • Scope for Land Acquisition Procedure and Legal Framework
  • Valuation for Land Compensation and Resettlement Subsidy
  • Measures for Income Restoration and Managing Resettlement Risks
  • The China Land Survey and Planning Institute is assisting MLR and ADB in TA implementation in PRC.

The workshop aims to serve as a forum for

  • consultation on issues concerning legal framework and procedures for land acquisition valuation for land compensation and resettlement subsidy and measures for Income restoration and managing involuntary resettlement risks in the Peoples Republic of China; and
  • consensus building on the findings and recommendations in the “China Capacity Building for Resettlement Risk Management” first draft national report and related research outputs.

At the end of the workshop, participants will have provided recommendations for revising the “China Capacity Building for Resettlement Risk Management” first draft national report and related research outputs.
