The first regional meeting of the national water sector apex bodies was convened by ADB in May 2004 in Hanoi. The Office of National Water Resources Council in Viet Nam's Ministry of Natural Resources and Environment hosted the event.
The meeting requested ADB to provide assistance for regional networking among apex bodies in the following areas areas:
- benchmarking and peer review of apex bodies performance, including the piloting of this process which was agreed to be done in Thailand and Philippines
- training and workshops for capacity building
- regional exchanges for awareness raising and information sharing
- support for developing guidelines and sourcebooks
- launching a regional coordinated media campaign
In response to the meeting's recommendations, ADB commissioned a number of activities, including the following: (i) developing a methodology and indicators for benchmarking apex bodies performance and arrangements for undertaking a peer review process, and (ii) assessing the experience with civil society involvement in water sector apex bodies through NGO members.
A second regional meeting of apex bodies will be organized to review the progress on these activities.

The participants will be able to
- discuss and agree on a set of indicators to be used for benchmarking the performance of apex bodies
- define the process of peer review among apex bodies
- assess the progress of civil society involvement in water sector apex bodies
- formulate a plan of action to pursue the other activities identified at the first regional meeting

The meeting will be organized by:

Heads of the secretariats of national water sector apex bodies in the region will be invited. They will be asked to contribute written information through a survey questionnaire.
ADB will support the participation of two representatives for each apex body and one representative from other Asian countries that participated in the first meeting and are interested to establish a national water sector apex body. The latter may participate in the meeting as observer. Knowledge partner organizations will also be invited to participate.
