More than half of the agricultural labor force in Cambodia are women, but their access to agricultural training and extension services is very limited. Their participation in community decision making is low.
A gender and irrigation training, as a strategy to improve poor women’s access to agricultural services and capital, will be conducted by Cambodia’s Ministry of Water Resources and Meteorology, in cooperation with ADB.
The training is meant to build capacity among the Ministry’s Gender Working Group and project staff of the Northwest Irrigation Sector Project (NWISP) and the Stung Chinit Irrigation and Rural Infrastructure Project (SCIRIP) who are tasked to implement a Gender Action Plan (GAP) in rural areas in Northwest Cambodia. The GAP, when implemented, is expected to provide mechanisms for women to participate in decision-making and other community activities, including training in microfinance and livelihood development.

- Orient project staff and the Ministry’s Gender Working Group on the needs and ways to integrate gender issues in water management, and develop the skills as to how to mainstream gender within their institutions
- Ensure that all staff and Gender Working Group members are fully aware of the Gender Action Plan
- Identify gender sensitive indicators and targets for monitoring of benefits and impact.
