Worldwide water security has flowed a long way to reach the international development agenda – from the 1992 International Conference on Water and the Environment in Dublin up to the declaration of the UN Millennium Development Goals in October 2000 and the UN declaration of 2005-2015 as the “international decade for action” for the achievement of the water-related goals of the MDGs.
The 2003 3rd World Water Forum in Japan, the largest water conference in history, was a landmark event in which ADB played a prominent role with the launching of four successful initiatives:
ADB has also launched a number of innovative and flexible financing mechanisms and is also a member of the Gurria taskforce on Financing Water for All.
ADB's participation in the 4th World Water Forum hoped to bring the attainment of the MDGs and "Water for All" closer to reality.

Some of the expected results that emerged from ADB’s participation in the 4th World Water Forum were:
- Launching of ADB’s Water Financing Program 2006-2010
- Launching of the report of the Gurria Water Financing Task Force, in which ADB participates
- Launching of the Poverty Environment Partnership Paper on water and poverty, which draws largely on ADB’s work with development partners for the 3rd World Water Forum
- Announcement of the Asia-Pacific Water Forum, organized by the Japan Water Forum in collaboration with ADB and the Asian subregional groups under the Global Water Partnership and announcement of the first Asia Water Summit in 2007
- Media attention for water financing issues, through press releases and the Asian journalists sponsored by ADB to participate in the Forum
- Updating and expanding ADB’s networks with decision makers and practitioners in the water sector, including water experts and potential private investors
- ADB profile raised by participation in several sessions as presenter or panelist
- Participation in the Ministerial event.
