In March 2005, the Paris Declaration on Aid Effectiveness was adopted at the Paris High-level Forum. In this, partner countries and donors committed to, firstly, implementing the Partner Commitments and the twelve Indicators of Progress covering (i) Ownership, (ii) Alignment, (iii) Harmonization, (iv) Managing for results, and (v) Mutual accountability, and secondly, to periodically monitor its progress qualitatively and quantitatively.

Since March 2005, national governments and the development community alike have been making efforts to implement the Paris Declaration on Aid Effectiveness. At the country level, the first monitoring round of the Paris Declaration will be conducted from May to September 2006. At the international level, regional workshops are being planned during 2006 in coordination with the DAC Working Party on Aid Effectiveness (WP-EFF). As part of such efforts, an announcement was made in March 2006 to organize the 2006 Asian Regional Forum on Aid Effectiveness on the occasion of the “Asia 2015” conference in London.

A. Objectives

The objective of the Forum is to facilitate implementation of the Paris Declaration in the Asian and Pacific regions at the political level as well as the working level among Asian and Pacific partner countries and donors through the following:

  • Exchange of views and experiences (good practice)
  • Encourage partner countries and donors to take concrete actions under enhanced political commitment, thereby improving aid effectiveness

B. Main points of Discussions

Participants are expected to discuss the following by utilizing the results of 2006 monitoring survey of the Paris Declaration to be completed in September and concrete country case studies:

  • Progress in implementation of the Paris agenda (i.e. ownership, alignment, harmonization, and Managing for development results and mutual accountability)
  • Constraints, lessons learnt, and challenges
  • Future concrete actions (country commitments of each partner country)

It is expected that the Regional Forum will not be just a debate on implementation of the Paris Declaration and contributions towards the DAC agenda but will also draw concrete conclusions on “What is working and what is not? Why? How best to achieve better results? What changes are needed?” In addition, the Regional Forum is expected to discuss aid effectiveness comprehensively by combining two perspectives: (i) officials in charge of operational activities for development and (ii) officials in charge of ODA evaluation.
