Forum on eGovernment and Trade Facilitation

Singapore: 24 - 27 January 2006

The Forum on eGovernment and Trade Facilitation, co-sponsored by ADB and the Government of Singapore, was held on 24-27 January 2006, in Singapore.

The Forum focused on the experience of Singapore in the application of e-government on tax reforms and customs modernization. In particular, the Forum covered issues pertaining to tax free zones, tax administration, customs modernization, and public-private partnerships. The Forum also provided an opportunity for the member country delegates to exchange views and ideas with representatives of major customs consulting firms in Singapore.

Group Photo. The Forum brought together 22 customs and tax officials from CAREC participating countries.


Participants are briefed with the use of ICT in Tax Administration during a site visit to the International Revenue Authority of Singapore (IRAS) Process Center.


Briefing is given on Integrated Border Management and Check-point Operations at the Immigration and Checkpoints Authority (ICA).


Demonstration of Immigration Automated Clearance System.


Participants experience a first-hand demonstration of the scanner/automated vehicle screening system at the Tuas Checkpoint.

Participants learn about "Authorized Economic Operators (AEC) and Trade Facilitation–Risk Management/Profiling Criteria and Pre-Clearance Procedures" before a site visit to an AEC.


Site visit to TradeNet Data Center.


Participants listen to how TradeNet Customer Service staff attend to client needs.


During the visit to the Urban Redevelopment Authority (URA), participants learned that long-term planning and development of a comprehensive master plan are critical success factors. Such principles are also relevant to customs modernization
