6^th Transport Sector Coordinating Committee Meeting

The Sixth Meeting of the Transport Sector Coordinating Committee (TSCC) on Central Asia Regional Economic Cooperation (CAREC) was convened on 24-25 August 2006 in Urumqi, Xinjiang Uygur Autonomous Region of the People’s Republic of China (PRC). Delegations from all eight CAREC countries and representatives of multilateral institutions (MIs) including the Asian Development Bank (ADB) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) participated in the Meeting. The European Bank for Reconstruction and Development, Islamic Development Bank, and the World Bank provided inputs to the Meeting. The Meeting was chaired by the Ministry of Communications (MOC), PRC and co-chaired by ADB. Her Excellency Madam Song Airong, Vice Governor of the Xinjiang Uygur Autonomous Region attended the opening session and gave welcome remarks.

The meeting discussed regional transport sector development including update of the CAREC Regional Transport Sector Road Map, country investment priorities, multilateral institutions assistance program, proposal for CAREC transport sector strategy study; harmonization of regional transport regulations and cross-border agreements; TSCC 2006 and 2007 work plan; and other regional transport cooperation initiatives.

The Sixth TSCC Meeting Delegates, comprising of eight CAREC countries (Afghanistan, Azerbaijan, People’s Republic of China, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan and Uzbekistan), United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the Asian Development Bank, private sector representatives (Central Asia Congress of Business Associations and TRACECA), and the CAREC Unit.	Mr. Li Guanglling, Deputy Director General of the PRC Ministry of Communications, chairs the meeting while ADB Directors Sean O'Sullivan and Nigel Rayner co chair.
Her Excellency Madam Song Airong, Vice Governor of the Xinjiang Uygur Autonomous Region, welcomes participants of the meeting highlighting the importance of regional cooperation in the economy of the participating countries.	Mr. Sean O'Sullivan, Director, CWID, Asian Development Bank, delivers opening remarks stressing the progress made on regional transport cooperation in Central Asia and the tasks that still need to be done.
Head of Afghanistan delegation, Deputy Minister Wali Mohammad Rasooli of the Afghanistan Ministry of Public Works, presents Afghanistan's investment priorities in the transport sector.	Mr. Itgel Sahiya, Senior Officer from Mongolia’s Ministryof Road, Transport and Tourism, discusses Mongolia’s road, railway and civil aviation program.
Head of Tajikistan delegation, Deputy Minister Shodimad Mirzoalimov of the Ministry of Transport, presents Tajikistan investments in the transport sector.	Mr. Hong Wang of the Asian Development Bank discusses the proposal for the preparation of a CAREC Transport Sector Strategy for approval of the TSCC.
Tajikistan, Uzbekistan and PRC delegates actively participate in the discussion.	Afghanistan, Azerbaijan and Kazakhstan delegates listen to presentation.

Madam Airong, Director O’Sullivan and Director Rayner of ADB offer toast for the successful holding of the 6th TSCC Meeting.
