A Senior Officials' Meeting (SOM) on Central Asia Regional Economic Cooperation (CAREC) was convened in Urumqi, Xinjiang UAR, PRC, on 28-29 August 2006.
The SOM:
- discussed the strategic framework and pathways to implementation of the draft Comprehensive Action Plan (CAP)
- discussed a two-tier approach to "broadening and deepening" the CAREC Program
- discussed approaches to a program of capacity building and research network development
- reviewed preparations for the first CAREC Business Development Forum
- was briefed on plans for the 5th CAREC Ministerial Conference.
The SOM was held with representation from eight CAREC participating countries: Afghanistan, Azerbaijan, PRC, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, and Uzbekistan. Representatives from the six multilateral institutions comprising the CAREC MI Working Group: Asian Development Bank, European Bank for Reconstruction and Development, International Monetary Fund, Islamic Development Bank, United Nations Development Programme, and World Bank contributed to the proceedings.

Participants at the SOM will:
- review the proposed strategic framework for the Comprehensive Action Plan (CAP) and operationalizing the CAP
- confer on the sector progress since the 4th Ministerial Conference (MC) and sector strategies
- discuss ways to enhance private sector involvement in CAREC initiatives
- deliberate on the possible expansion of the CAREC Program into new areas
- provide overviews on special regional initiatives and
- discuss other Program activities, including overall preparations for the 5th MC scheduled for 18-20 October 2006

- Senior level officials from the governments of participating countries in the CAREC Program, namely, Afghanistan, Azerbaijan, People's Republic of China, Kazakhstan, Kyrgyz Republic, Mongolia, Russian Federation, Tajikistan, and Uzbekistan
- Representatives of the CAREC Working Group (ADB, EBRD, IMF, ISDB, UNDP, and World Bank)
