Welcome to the Asia Clean Energy Forum, a unique opportunity for project developers, the financial community and policy makers to share information and exchange best practices on clean energy policy, finance, and the scaling up of clean energy technology. Through targeted sessions on renewable energy, energy efficiency, carbon markets and knowledge management, presenters will identify the challenges faced by both public and private sector institutions related to project development and finance, and explore innovative ways to tackle these challenges. Over the course of the next three days, we hope you will engage with other leaders in the energy field to promote effective policies and finance strategies and the greater use of clean energy in Asia and the Pacific. Policy and Regulatory Approaches to Clean Energy
Greater use of renewable energy and increased energy efficiency are critical if Asia is to maintain its current rate of economic growth. However, there are significant market barriers and failures that hamper the mainstreaming of clean energy applications. These include price distortions (due to failure to fully reflect marginal cost and externalities), a lack of adequate information for consumers, vendors, manufacturers and policy makers, and gaps in technical and financial services. Effective and innovative policies and regulations can create appropriate market conditions for the scaling up of clean energy technologies and practices.

Promoting Energy Efficiency
This session will address success factors in the design and implementation of effective energy-efficiency policies and programs. The presentations will focus on experience in Korea and China.

Financing Clean Energy

Investment costs of renewable energy options, while falling consistently over time, remain higher than those of conventional energy resources. And energy efficiency options are implemented at many end-use sites, resulting in high transaction costs for project preparation. Consumers are often unable to meet the up-front capital costs of energy efficiency improvements, and investors are generally averse to risks associated with new technologies. What financial mechanisms should be employed to address the persistent obstacles to the widespread application of clean energy technologies? And how can carbon emissions trading schemes be better harnessed to promote clean energy?

A number of factors are needed in order to effectively scale up investments in clean energy technologies and practices. Effective knowledge management and sharing is critical in order to transfer lessons learned in the increasingly globalized area of commodities and services.
