Study of Legal Issues and Related Transaction Requirements in Asset-Backed Securitization (ABS Study) Final Workshop/Roundtable

This is the third and final workshop organized under an ADB technical assistance (TA) to assist the People’s Bank of China strengthen and further develop a legal and regulatory environment that supports domestic asset-backed securities (ABS) transactions in the PRC.

At the end of the workshop, participants will have explored and analyzed comprehensive recommendations made for resolving the impediments to securitization activities that were identified during a prior workshop and international symposium.

The consultant has prepared a new draft Securitization Law and proposed amendments to existing laws and regulations for discussion by the participants. The participants will analyze the recommendations and determine whether the new draft law and proposed amendments address their concerns and are likely to establish an appropriate legal and regulatory framework for undertaking securitization transactions in the PRC.

Previous workshops organized under the TA were attended by individuals from PBOC, State Council, Office of Legislative Affairs, National Development Reform Committee, State Taxation Administration; China Banking Regulatory Commission, China Securities Regulatory Commission, China Development Bank, Industrial and Commercial Bank of China, China Construction Bank, China Merchants Bank, Pudong Development Bank, CITIC Bank, and Peking University Staff.
