The Seminar on Customs Automation was held on 23-25 May 2007 in Beijing, People’s Republic of China. The Seminar was co-sponsored by the Asian Development Bank and the People’s Republic of China (PRC) Customs.
The seminar was designed for Customs Cooperation Committee members to share experiences in customs automation development in their respective countries, and to seek cooperation opportunities. The seminar
- took note of the recent initiatives of the WCO with respect to customs business process and data harmonization as presented in the WCO Customs Data Model
- provided a good venue for CAREC participating countries to acquire knowledge on the modern best practices in customs automation, with emphasis on the tools, techniques and methodologies
- held Working Group discussions and bilateral consultations to develop an action plan to advance the Program’s initiatives in this area
The participants agreed that CCC needs to
- initiate the development of a CAREC Data Model for the import/export procedures of customs, based on the Revised Kyoto Convention and the data model of the WCO
- strengthen efforts to implement the Revised Kyoto Convention as the basis towards modern application of information and communication technology and risk management
- at its next CCC ICT Working Group meetings, discuss and agree on a concrete work program for the development of the CAREC Data Model and to accelerate the regional development process of harmonized and interoperable risk management procedures and IT systems

The Seminar brought together heads/deputy heads and senior officials of the customs administrations from Afghanistan, Azerbaijan, Kazakhstan, Kyrgyz Republic, Mongolia, People's Republic of China, Tajikistan, Turkmenistan and Uzbekistan.
