Sixth Meeting of the Customs Cooperation Committee

The Customs Cooperation Committee (CCC), under the auspice of the Central Asia Economic Cooperation (CAREC) program, held its Sixth Annual Meeting (the Meeting) in ADB Headquarters in Manila, Philippines on 6–7 September 2007. The Sixth CCC meeting primarily considered a new CAREC trade facilitation program strategy which will be presented to the CAREC Ministers during their annual meeting in Dushanbe in November 2007. The preparation of new trade facilitation strategy was proposed by the Comprehensive Action Plan (CAP) endorsed during the Urumqi Ministerial Conference in October 2006, when Ministers called for action to overcome trade and other impediments to development.

The Meeting included:

  • Progress reports on activities since the Fifth CCC Meeting
  • Discussion on the draft new trade facilitation strategy
  • Discussion on the work program under the priority areas of CAREC's Trade Facilitation Program
  • Knowledge forum on (i) World Customs Organization (WCO) Data Model, (ii) case study on the integrated approach to regional trade facilitation in the Greater Mekong Sub-region (GMS); (iii) CAREC Transport Sector strategy; and (iv) trade policy in the Kyrgyz Republic.

The CCC consists of the heads of customs administrations joining the CAREC Program supported by ADB. The CCC provides overall coordination and supervision to the CAREC's Trade Facilitation Program to promote customs reforms and modernization as a medium-term priority. The CCC has also been serving as a forum to promote an integrated trade facilitation approach through inter-agency cooperation and partnership with the business community. The CCC convenes the meeting each year.

The previous CCC Meetings were held in Urumqi, People's Republic of China (PRC) on 20-21 August 2002; Tashkent, Republic of Uzbekistan on 9-10 October 2003; Baku, Azerbaijan on 1-3 December 2004; Ulaanbaatar, Mongolia on 7-9 September 2005; and Astana, Kazakhstan on 11-13 October 2006.

Heads of customs from Kazakhstan, Kyrgyz Republic, and Mongolia, and deputy heads of Afghanistan, Azerbaijan, People’s Republic of China (PRC), Tajikistan, Turkmenistan, and Uzbekistan attended the meeting. Representatives the World Customs Organization (WCO) United Nations Development Program (UNDP), United National Economic and Social Commission for Asia and the Pacific (UNESCAP), and German Technical Cooperation (GTZ), also participated.
