The Asian Development Bank (ADB) advocates that sanitation be an urgent priority for governments in Asia. ADB’s call to action—“Dignity, Disease, and Dollars”—has been chosen deliberately to focus attention on three areas where stakeholders need to see results:
- Better facilities for individuals so they can regain their dignity
- Disease prevention and healthy environment for the wider community
- Financial viability of sanitation services for provider governments and utilities in tandem with affordability for households
Between 2006-2010, ADB aims to provide 200 million people with sustainable access to safe water supply and improved sanitation and double its pipelined $2.2 billion worth of sanitation and wastewater projects. To reach these targets, ADB anticipates an increase in its lending and technical support activity.
As part of these efforts, ADB supported International Seminar on Sanitation to assist local governments and other Asia-Pacific partners in addressing the region’s sanitation challenge.

The seminar aimed to:
- Mobilize all local governments to advance their sanitation agenda in response to issues concerning environment and public health
- Develop mechanisms and approaches for sustainable sanitation
- Disseminate best practices on sustainable sanitation for replication

The seminar was organized by CITYNET, a network of local authorities bent on promoting sustainable urban improvement initiatives in the region, and the City Government of Makati, in coordination with ADB.

Mayors, local chief executives, policy makers, civil servants, and local government unit representatives participated in the event. Other concerned stakeholders from national agencies, nongovernment organizations, civil society, and sanitation experts from international agencies and donor organizations were also invited.

Seminar participants were requested to pay a nominal registration fee of US$200 (for foreign participants) or PhP9,000 (for local participants). This covered seminar kits, conference materials, meals, airport transfers, and local transportation for the field visit.
