On 8-9 December 2006 in New Delhi, India, ADB and the Global Water Partnership held a Workshop on Strengthening Water Utilities in South Asia to conceptualize a network of South Asian water utilities that will develop specific technical or managerial capacity and facilitate knowledge exchange. A subsequent Conference on Establishing the South Asian Water Utilities Network (SAWUN) in Islamabad, Pakistan on 23-24 April 2007 led to the formal creation of the new network and the ratification of its Charter.
Participants at this conference
- elected the network’s Chairperson, and Steering Committee members
- discussed financing mechanisms for sustaining the network
- discussed a program of action for 2007-2008
In this 2nd SAWUN Steering Committee Meeting, the new network’s operations, management, and key themes were discussed and approved.

The objectives of the meeting were to
- Present and approve the SAWUN draft business plan for 2007-2008
- Elect the SAWUN Steering Committee Vice Chair and the SAWUN Executive Director
- Discuss and approve SAWUN’s three themes: nonrevenue water, tariff setting, and urban poor
